PhilHealth and Maxicare Join Forces to Help Make Healthcare More Accessible

“PhilHealth and the HMOs have served the same Filipinos in parallel for decades. Today we take another step towards the progressive implementation of Universal Health Care by improving the complementation of benefits of both payors. The HMOs are making a commitment of our own. As PhilHealth covers more of primary care, we will use that room to expand what our members receive. The value should go back to the member.” ~Christian Argos, Maxicare Group President and CEO

The event was led by PhilHealth Acting President and CEO Dr. Beverly Lorraine Ho, and attended by representatives from partner HMO providers.

Access to quality healthcare remains a challenge for many Filipinos. While medical services are available, the cost of consultations, treatments, and medicines can put essential care beyond the reach of families with limited resources. As a result, some patients delay seeking medical attention or resort to borrowing money when their health concerns become more serious.

To help address this gap, the Philippine Health Insurance Corporation (PhilHealth) has partnered with Maxicare Group, a leading provider of healthcare and insurance solutions.

The partnership was formalized through a Memorandum of Understanding (MOU) signing held at the Department of Finance Building in Manila. The agreement underscores Maxicare's support for government efforts aimed at improving healthcare access and strengthening initiatives that help Filipinos receive the medical care they need.

Through the partnership, PhilHealth members may soon be able to access PhilHealth-covered healthcare services at Maxicare Clinics nationwide, giving more Filipinos another option for seeking essential medical care.

Once implemented, members will be able to visit participating Maxicare Clinics for a range of services, including medical consultations, animal bite treatment, maternal care, mental health services, and other covered healthcare needs.

The partnership also extends to members of the Yaman ng Kalusugan Program (YAKAP), PhilHealth's initiative focused on preventive healthcare and proper health risk assessment and diagnosis. YAKAP members may access services through Maxicare Clinics as well as participating accredited clinics, subject to applicable program guidelines.

By opening access to Maxicare's clinic network, the initiative aims to make covered healthcare services more convenient for PhilHealth members while allowing them to experience Maxicare's established standards of care.

“Today’s signing is an important event for a more coordinated, complementary, and member-centered health financing system, where PhilHealth and HMO work together rather than in parallel. The goal is a more seamless patient journey, with less duplication, fewer administrative barriers, and greater accountability amongst us payors and the providers.” ~Dr. Beverly Lorraine Ho, PhilHealth President and CEO

Following through on its commitment to supporting accessible healthcare, Maxicare recently joined YAKAP in Pisay at the Philippine Science High School. The school-based initiative is a collaborative effort involving the Department of Health (DOH), Philippine Health Insurance Corporation (PhilHealth), and Department of Science and Technology (DOST), bringing preventive healthcare services closer to students and school employees, including teachers.

The initiative comes amid growing efforts to strengthen healthcare support for public-sector workers. Recently, a Quezon City district representative filed House Bill No. 10984, or the proposed “Health Care for Public School Teachers Act.” The measure seeks to provide public school teachers with additional health coverage on top of their existing medical allowance, with the goal of reducing out-of-pocket healthcare expenses.

These initiatives reflect growing recognition of the importance of preventive healthcare in the Philippines. Preventive care is also a key principle promoted through the government's Universal Health Care Act and the Unified National Agenda for Health, which emphasize the importance of accessible and proactive healthcare.

For Maxicare, supporting these programs is part of its broader commitment to helping Filipinos take a more proactive approach to their health. By working alongside government health initiatives, Maxicare aims to help make preventive care more accessible and convenient while allowing Filipino families to manage their healthcare needs without putting additional pressure on their everyday household budgets.
