The Department of Social Welfare and Development (DSWD) and the Land Bank of the Philippines (LandBank) have inked an agreement with the Palawan Group of Companies (PGC) in a major move to streamline the delivery of government financial aid. The goal of this collaboration is to provide vital assistance to roughly 650,000 recipients under the government's Ayuda para sa Kapos ang Kita Program (AKAP) and Assistance to Individuals in Crisis Situation (AICS). At a contract signing ceremony on April 23, 2025, at the DSWD Field Office MIMAROPA in Malate, Manila, the agreement was formally sealed.
As per the agreement, PGC will assist AICS and AKAP with their hybrid-digital payout system. This strategy combines traditional cash distribution with digital disbursement to give financial relief more quickly, safely, and easily, particularly in places with poor access to banking services.

According to the terms of the DSWD and LandBank agreement, LandBank is in charge of cashiering and fund release, while DSWD social workers are responsible for verifying and evaluating eligible beneficiaries. PGC is one of the third-party financial service companies that LandBank has partnered with to increase the effectiveness and reach of its aid distribution initiatives.
The partnership aims to reduce service charges by utilizing a combination of physical and digital financial services. Financial aid recipients under the AICS and AKAP programs will be able to receive their assistance through Payout Caravans, which are designed to improve the efficiency and accessibility of disbursements, particularly in both Geographically Isolated and Disadvantaged Areas (GIDA) and non-GIDA communities.
