“We are pleased to welcome another valued partner in advancing our financial literacy initiatives. Now more than ever, it is essential that Filipinos overseas are provided with wider support and education on digital savings, responsible investment practices, and overall financial wellness.” ~Dante Ang II, CFO Chairperson
The Commission on Filipinos Overseas (CFO) has partnered with GCash, the country's top finance super app and largest cashless ecosystem, to better support Filipinos living overseas and returning migrants, particularly those who return home without a stable source of income.
Due to their limited access to financial management skills, coordinated reintegration assistance, and sustainable income possibilities, returning overseas Filipino workers (OFWs) often face financial instability after their employment overseas ends. The alliance seeks to bridge these gaps by creating a more accessible and effective support system.
By integrating CFO's operations into the GCash digital ecosystem, the alliance provides returning migrants with simple access to financial services, business opportunities, and essential reintegration initiatives. Additionally, the partnership will speed up government transactions by opening up new digital payment channels for CFO services.
As part of the project, a unique migrant marketplace will be developed within the GCash app, enabling returning Filipinos to explore small business opportunities and other sources of income.
CFO Chairperson Dante Ang II added that the partnership enhances the organization's goal of helping Filipinos both domestically and overseas.
The endeavor is expected to enhance government support delivery for returning migrants through both digital and physical channels, in addition to bolstering financial capacities, increasing income-generating possibilities, and boosting access to reintegration programs.
The partnership shows GCash's continued commitment to financial inclusion, according to Julie Ann Abalos, GCash's head of foreign transfers.

The partnership will be established gradually until 2026; as efforts are completed, additional details will be made public.
Furthermore, GCash will support the commission's orientation programs and Pre-Departure Orientation Seminar (PDOS), giving OFWs the knowledge and tools they need throughout their journey—from departure to eventual return and reintegration.
GCash aims to assist migrants who have already established themselves in their home countries to keep financial relationships to their families in the Philippines, in addition to supporting reintegration programs.
