The Bases Conversion and Development Authority (BCDA) has enlisted real estate developer AMA Land, Inc. to investigate and research potential new affordable housing options in the developing city as part of its continuous efforts to expand the supply of affordable housing in New Clark City.
A memorandum of understanding (MOU), signed on Friday, June 13, 2025, by AMA Land Chairman Emeritus Dr. Amable R. Aguiluz V and BCDA President and Chief Executive Officer Joshua M. Bingcang, creates a cooperative framework for conducting feasibility and business case studies on a possible affordable housing project in New Clark City.
In line with their mutual objective of developing vibrant communities while encouraging environmental stewardship and long-term economic growth, this partnership seeks to pool the resources and experience of the two organizations to develop inclusive and sustainable housing developments in New Clark City.

In accordance with the MOU, AMA Land commits to contributing its technical know-how and spearheading the housing project's technical evaluations, feasibility analyses, and business case development.
After these investigations are finished, AMA Land will offer project recommendations that emphasize diversity, accessibility, and sustainability in the home design. This will guarantee that there will be a variety of housing alternatives in the project that can accommodate different family sizes and income levels.
The goal of New Clark City is to become the nation's first smart, green, and resilient city, expertly planned to represent the values of inclusivity and sustainability. Fundamentally, this district is being developed as a people-centered community with the goal of improving Filipinos' quality of life, empowering local communities, and spurring economic progress.
The construction of affordable housing plots in New Clark City helps the Marcos administration achieve its objective of closing the nation's housing shortage. Additionally, this is in line with the Philippine Development Plan 2023–2028, namely the plans for creating livable communities.
In addition to this partnership with AMA Land, the BCDA has taken significant actions to create affordable and environmentally friendly housing options in New Clark City. The state-run company and the Department of Human Settlements and Urban Development (DHSUD) formally established their collaboration under the Pambansang Pabahay Para sa Pilipino Program (4PH) in July 2023 by signing an MOU.
